ZEV, or Zero-Emissions Vehicle, refers to any vehicle that produces no harmful atmospheric emissions as it operates. Generally speaking, this includes battery-electric vehicles and hydrogen fuel cell vehicles. Plug-in hybrid vehicles are also considered zero-emissions vehicles as long as their internal combustion engines are not operating. See also PZEV, BEV.
